REGULATIONS

ARTICLE 1. ORGANISATION

The Navarra Women´s Elite Classic, organized by M&M Ingeniería y Montaje Navarra S.L., having domicile in Polígono Industrial Agustinos F, w/n, 3101, will be competed on 08/05/2024 according to the regulations of the International Cycling Union, RFEC.

ARTICLE 2. KIND OF RACE

The bicycle race is registered in the UCI world calendar and is reserved to the WOMEN ELITE category. The race is classified in the type WE 1.Pro and in accordance with the UCI regulations gives: 200, 150, 125, 100, 85, 70, 60, 50, 40, 35, 30, 25, 20, 15, 10 respectively for 1 to 15 position, 5 points from 16 to 25 position and 3 points from 26 to 30 for the UCI Women Elite ranking. Likewise, it gives points for the ranking RFEC to the 25 first ones on the final general classification.

ARTICLE 3. PARTICIPATION
In accordance with article 2.1.005 of the UCI regulations, the races are open to the following teams: UCI Women’s Teams, National Teams, Regional Teams and Club Teams. The number of cyclists per team is set in 6, from whom at least 4 riders must be at the start of the race, according to the article 2.2.003 of the UCI regulations.

ARTICLE 4. OBLIGATORY PARTICIPATION IN THE PRESENTATION OF TEAMS.

The teams introduction of the Navarra Women´s Elite Classic will be obligatory for every team and cyclists taking part in this edition, having to turn up in the regulatory competition clothes on may 8 from 13:12, when it will start, an each crew will be introduced every 2 minutes coinciding with the signatures control. The introduction order will be decided at the managers meeting held on 07/05/24 at 18:30 or emailed to each crew.

Participants confirmation and numbers handover by the people in charge of the teams will take place on Tuesday May 7th from 15:30 to 18:15 at Navarra Arena. The sports managers gathering, organized according to the article 1.2.087 of the UCI regulations, at the presence of the Members of the College of Commissioners, will be held on Tuesday may 7th at 18:30, in Navarra Arena. The security meeting will be held on may 7th at 19:00 at Navarra Arena.

ARTICLE 6. LAP RADIO
Race information will be broadcast on the frequency 150187,5MHz.

ARTICLE 7. NEUTRAL TECHNICAL ASSISTANCE
The neutral technical assistance service is provided by SHIMANO. The service is guaranteed by three equipped enough vehicles of neutral assistance and the sag wagon.

ARTICLE 8. CLOSURE OF CONTROL.
As stated by the article 2.3.039 of the UCI regulations that cyclist arriving at a time 8% superior to the winner’s will not be qualified. In case of exceptional circustances the control closing time will be able to be increased or decreased by the College of Commissioners by consulting the organizer.

ARTICLE 9. CLASSIFICATIONS:
1.- INDIVIDUAL CLASSIFICATION BY TIME (Art 2.3.037 UCI regulations).

It will be established by virtue of the order of arrival at the finish line.

2.- TEAM CLASSIFICATION (Art 2.3.044 UCI regulations)

It will be obtained by means of the addition of the times spent on the race by the first three bikers of each team. In draw case, it will be settled in favour of the team having obtained fewer points in the addition of the positions of those three cyclists before mentioned. If the draw persists, the team whose first biker has obtained better qualification in the race will be favoured.

3.-FIRST SUB 23 CLASSIFICATION.

It will be established by virtue of the arriving order at the finish line among the cyclists with sub 23 licence.

ARTICLE 11. ANTI-DOPING
The UCI antidoping regulations fully applied to the current cycling race. Given the case, the Spanish antidoping legislation will be alternatively and complementarily applied. During the stage, at the finish area, a well-signaled zone will be allocated for these services.

ARTICLE 12. PROTOCOL
At the end of the race according to articles 1.2.112-1.2.113 of UCI regulations, the following bikers must turn up at the podium in competition out fit for the formal ceremony.

The prize-winning cyclists must be present at the protocol within a 5-minute maximum time since their arrival at the finish line.

ARTICLE 13. PENALTIES
UCI/RFEC sanction scale will be applied.

ARTICLE 14.
All the cases not foreseen in the current regulations will be determined by the UCI Regulations of the Cycling Sport, depending on the cases.

ARTICLE 15.

According to the orders foreseen in the articles 1.1.006 and 1.1.022 of UCI regulations all the cyclists registered, all the followers and technical personnel of the sports groups must be insured against the accidents which may occur in the course of the race and their consequences in terms of civil responsibility, medical expenses, hospitalization and repatriation to their residence. “The organizers have no responsibility for the accidents or damage caused to third parties and/ or the materials before, during or after the race” as long as the security norms established in the Cycling Regulations of the International Cycling Union (1.2.061, 2.2.015 and next ones) are full filled. Likewise, considering the article 1.2.034 an insurance covering the risks related to the organization of the cycling race will be contracted.

CYCLISTS BEHAVIOUR

According to the article 2.2.025 bikers are banned to carelessly get rid of foods, bags, water dispensers, clothes etc. any the place be. The cyclist must not throw anything on the road itself, but getting closer to the ditch and drop the object there, In order to guarantee security. It is prohibited to carry and use glass containers. Due to the fact that the race will pass through an urban circuit, the organization has foreseen the collection of water dispensers and other waste in the finish zone. Furthermore, the organization has a team for picking up the waste caused by the race just behind the green flag and the sag wagon.
